DERECHO A LA EDUCACION .... RIGHT TO EDUCATION

Access to primary education is a minimum content requirement; universal primary education shall be compulsory and free. The compulsory primary education serves as protection against possible violations of this right by parents or governments.   La educación es clave para el goce pleno de todos los derechos económicos, sociales y culturales, y para la participación política. El acceso a la educación primaria es una obligación de contenido mínimo; la educación primaria universal debe ser obligatoria y gratuita. El carácter obligatorio de la educación primaria sirve de protección contra posibles violaciones de este derecho por parte de padres o gobiernos. Cuando la educación primaria es gratuita, se elimina la discriminación basada en los ingresos y los incentivos para no asistir a la escuela.
